Whenever this happens you have to call them. Use Google voice number as they only have a German telephone number. They will lie and say they dont throttle it but after a few phone calls they will bump it. 
Really frustrating but I havenāt found anyone who can match the $/resource. Even looked into buying my own server but that appears to be too expensive, so weekly/monthly calls it is.

A VDS is way more expensive but itās super reliable to the point you donāt really need to monitor and it starts paying for itself because you wont lose $$$ from slashing. I use a combination of VPS and VDS (and a home server!) for that reason.
Even with current prices a single VDS still results in around a 75% profit margin by my last calculation.

Finally, Contabo has migrated my VPS to another host system. Before migration, even the sequential read/write speed was ~3 MB/sec. Now it is ~60 MB/sec and my VPS runs blazingly fast.
