Nodes in Pending/earning state that fail to sucessfully synch or sign a block within alloted time might have to wait 3 epoch (one epoch is 350 blocks) to be included back into the candidate pool. Yet the chance of being picked randomly in the candidate pool is equal between powered Node/unpluged Node. If you join a committee, and most nodes are online/plugged in, all validators of the epoch receive rewards normally. Though, it is always better to have your node connected at all times.
