The app only allows minting the total supply as a whole integer WITHOUT a decimal:

Also, is incognito coin minting support minting stablecoin?

Incognito does not (currently) support smart contracts necessary to maintain a custom stablecoin peg. You can import external stablecoins from Ethereum and BSC but you can’t mint your own inside Incognito.
